China’s economy is today three times larger than that of its Asian neighbour India. Prominent Indian economists look wistfully at China’s shiny cities, its industries and highways, and blame India’s chaotic democracy for its failure to keep up. Critics say that building a bridge or road in India often involves fractious political debate, while the Chinese government does not face any political or legal challenges. So is India’s democracy an impediment to its economic progress and has the absence of democracy in China fuelled its astonishing growth?

Raja (Faisal Khan) is a young college student who leads a care free life but his elder brother Shankar (Inder Kumar) is a gangster working for a criminal Don named Anna (Sayaji Shinde). Soon Shankar becomes a liability to Anna and he is betrayed and murdered by Anna’s men. Raja abandons his studies, his sweetheart, and goes on a dangerous mission to find his brother’s killers. But Raja becomes a pawn in Anna’s game who along with his political power tries to destroy all that rise against him. Raja becomes a wanted criminal and is pitted against his former friend and Police Inspector Pratap (Sudesh Berry). He also becomes the target of Police Inspector Sidhant (Rajat Bedi), who want to bring in raja dead or alive. How much blood will be shed before Raja has his revenge?
